Covenant charter

These are the rules of the Insula Maledictus.

Council

The Council of Insula Maledictus decides upon all of its matters. Covenant elders (3, living founders and later appointed members) have two votes each, other magi have one vote each and prospect magi have no votes until deemed worthy of it. The voting rights of the prospect magi are discussed once a year at maximum.

Magi

Magi are the authorities in their designated vocations. Vocations are designated for a period of time - ruled by the council - at a time.

In conflict of interests, the rights are sorted in descending order according to the number of votes the magus has.

All magi of the covenant, regardless of status, should attend the tribunal, or give their sigils to other magi of the covenant to give their votes.

Foreign policy is decided upon by the council, but conducted under the authority of the ambassadeur.

Use of Vis and money

Vis

The vis is covenant property, and to gain access to it, the magi must bring the matter up in council meetings. Vis is distributed by the council, at random intervals. Any vis (excluding longevity potions and other miscallaneous labwork - which is decided one matter at a time) taken outside this context is considered a loan, and must be repayed, or deducted at the next distribution. Distributed vis must be accepted, the magus will not gain any pawns retroactively.

  • No pawns will be distributed, if the storages of the Art in question are equal to or lower than ten pawns.
  • Magus may take maximum of 2 pawns of Vim vis when it is distributed, since it is required in the making of magical items.
  • At the moment (1198AD), no magus will be allowed to take Creo or Corpus vis, since it is required in the longevity potions and the income of these Arts is minimal.

Money

The covenants fiscal means are distributed in the same manner as vis, with one exception; the means provided for you are in proportion to your amount of votes.

Use of Seasons

The council has ruled that some seasons are used in the benefit of the covenant, instead of the magus himself. Furthering the common good will be done at times and amounts designated by the council.

Actions that are counted towards this goal include but are not limited to:

scribing spells, copying spells, writing books, copying books, crafting potions, crafting magic items, investigating magical items, trading magical goods, extracting vis

Projects that further the common good that require vis will be taken from the covenant's stores, as long as the project is approved in council. Projects for the common good outside the designated seasons should be compensated in a matter acceptable to the magi responsible.

Covenant property

Magic items, valuables, money and vis found rather than created, are to be considered property of covenant, unless designated otherwise.

Materials that can be used as foci in spellcasting can be distributed to magi, who may utilize them. In case of destroying valuable goods such as gems being crushed, are excluded from this rule.

The use of covenant's materials, such as lab equipment, can be applied for in council meetings.

Rights of the Mundanes

To join the covenant one must pledge allegiance to the covenant and renounce all previous allegiances. Allegiance to the covenant grants protection from all authority outside the covenant, be it civil or canon. Hermetic authority will be treated case specifically. The chapel and the clergy of the island will abide to Canon law, to the extent it is possible without breaking the rules of the covenant.

Every member of the covenant will work for their living, in the trade assigned to them. They will work in exchange for a place to stay, protection from danger and the food on their tables. The rights and duties of covenfolk extent to their families. If desired and agreed upon, also their extended families.

Covenfolk are responsible for the actions of their families and possible visitors under their care. Transgressions will not be tolerated.

Exchange of Information

Covenant matters shall not be discussed outside the covenant, nor with outsiders.

Covenfolk and other mundane personnel shall keep communication with visitors to a minimum. Avoid all unnessecery conversation. Treat visitors politely and according to their status.

Access of Passage

Mundanes not of custos or consortes status, are not allowed within the sancti area, unless specifically allowed to do so. Unauthorized access will be penalized. This includes watchmen.

Visitors have the right to sail to the docks, step ashore and trade in the docks area. Beyond this area their access is denied.

Watch duty

Watchmen are to patrol in pairs, fully armed. One should be armed with bow and arrow, one with weaponry suited for close combat. At least one watchman should be in sentry duty in the watchtower at all times.

At least 3 patrols should be on duty at all times. Watch duty is 4 hours at a time. Watch duty lists are made by a mundane of sufficent rank and he is entitled to make changes in the procedures as deemed necessary by circumstances.

Men-at-arms outrank other covenfolk, except those who can be considered men of higher learning, or otherwise the status of specialist worker. Custos outrank men-at-arms.

Property

Horses

Horses designated for riding are primarily for Redcap and military use, others need to consult the stable master for permission. Horses that are personal property are to be cared for, but not to be handed out without explicit permission. Horses are handed out to Custos, when they are so commanded by magi.

Ships and Such

In maritime matters, the harbor masters and skippers of the vessels reign supreme, "This summer none shall drown".

Livestock and comestibles

Comestibles are distributed evenly and livestock treated according to the directions of the Steward.

Money

For missions outside the covenant, and adequate allowance in silver should be handed to the person in question.
